In support of sustained economic growth, China issued a guideline to step up reform to improve social mobility of labor and talent. Jointly issued by the General Offi ce of the Communist Party of China Central Committee and the General Offi ce of the State Council, the guideline made a top-level design to generate high-quality labor mobility, innovation and entrepreneurship by removing institutional barriers that block the free fl ow of labor and talent.
China’s household registration system not only infl uences housing, education, medical care, employment and many other aspects of people’s life, but also has a great impact on labor and talents’ social mobility.
More efforts will be made to infl uence regional mobility through improving the household registration system and public services. Restrictions on residence registration will be completely lifted for cities with a population of less than 3 million in urban areas. This will provide more opportunities for people to pursue career goals and realize individual values, and at the same time, help solve labor shortages and boost the local economy.
Meanwhile, if a city truly wants to attract more talents, it will provide better public services, improve the business environment and create favorable conditions for talents to live and work there.
